Blackhawk Systems Group provided a senior consulting team to one of the nation's four largest banks to manage large-scale enterprise check imaging development and security strategy projects with matrix management responsibility for the delivery of over 185 projects and over 3000 security plans.

This was a two year project beginning with an operational audit of the effectiveness of the program management office resulting in infrastructure and organizational change recommendations.

In another engagement, Blackhawk performed a series of audits to determine the City of Oakland's ability to respond to its citizenry in the event of a catastrophic emergency and/or serious threat to homeland security. The scope of this study included every agency and office and department that would potentially be involved in the response to an emergency.

The following five subject areas within Information Technology were the primary focus of this engagement:

Emergency Response – relating to Oakland's ability to provide shared access to and immediate delivery of comprehensive and actionable information to all of the agencies involved in a response, including Police, Fire, Public Safety, etc.

Disaster Recovery – specifically focused on Oakland's ability to bring mission critical systems back on-line in the event of a disaster and the speed with which that processing capability might be restored in the aftermath.

Business Resumption – associated with Oakland's critical Business Processes and its ability to continuously serve its citizenry in the normal and ordinary conduct of the business of City Government in the aftermath of a disaster.

Information Survivability – directed at the key information assets required for the resumption of business and the mission critical information systems that support all business processes across the entire inter-agency ecosystem.

Physical Infrastructure – analyzing the entire LAN/WAN topography, including cabling and network infrastructure that will be necessary to support the transmission of information and the operation of systems in the event of an emergency.

This project was nine months in duration and led to a comprehensive report identifying all of the issues Oakland needed to address and all of the tasks required to be performed in order to get the City ready for disaster recovery and business resumption following an attack on the Port or other City facilities.
